This report is one of eight case studies designed to explore alternatives for protecting units in the National Park System without relying entirely on direct Federal fee simple purchase of private lands. These studies were undertaken in response to recommendations by the General Accounting Office in recent reports including Federal Land Acquisition and Management Practices (CED 81-135) and a workshop on public land acquisition and alternatives conducted by the Senate Committee on Energy and Natural Resources on July 9 and 10, 1981. The findings and recommendations in this report do not reflect the official position of the National Park Service or the Department of the Interior.
